The FY 95/96 URI Support Program (URISP), a Congressionally mandated
program for "have-not" institutions of higher education, has been
announced This will provide $2M grants over five years ($500K, $500K,
$500K, $300K, $200K) for work on any topic covered by our BAA. Each
eligible school can submit only one white paper (due 29 June) and one
proposal (due 29 September). It is anticipated that ONR will make
several $2M awards as a result of this announcement.

I. INTRODUCTION

The Department of Defense (DoD) announces the University Research
Initiative Support Program (URISP). This program will be administered through
the Army Research Office (ARO), the Office of Naval Research (ONR), the Air
Force Office of Scientific Research (AFOSR), the Advanced Research Projects
Agency (ARPA) and the Ballistic Missile Defense Office (BMDO). URISP is
designed to help build the research infrastructure in the fields of science,
engineering, and mathematics that are important to DoD, at eligible
institutions through the use of competitive, multi-year grants. Eligible
institutions are those that have received a total of less than $2 million in
grant and contract awards from DoD over the previous two fiscal years. Non
eligible institutions are listed in Appendix E.
